Following is the policy guideline (Official) regarding selection process of Bank Probationary Officers and Bank Clerks in PSU Banks.

Subject: Regarding methodology of Recruitment of Officers and Clerks to be conducted by the IBPS.
I am directed to refer to your letter dated 29.08.2012 and to your e-mail dated 18.09.2012 on the subject cited above and to say that the proposed scheme of IBPS regarding revised process for recruitment of clerical and officer cadre for PSBs has been examined in this Department. It has been decided to broadly agree with the proposed scheme of IBPS and further, convey as under :
i. IBPS and PSBs would ensure common eligibility criteria for all PSBs for subsequent examinations of Clerks and Officers as follows:
Age: 20-28 years (for both officer and clerical cadre)
Educational Qualification: Graduation or equivalent for clerical cadre & Graduation or equivalent with 60% marks for Officers
Others: Computer literacy mandatory for both Clerks and Officers
ii. there would be a common interview for all PSBs. IBPS will co-ordinate the conduct of common interview with the help of Nodal Banks and thereafter IBPS will declare the results;
iii relative weightage for written examination and interview will be 80:20.
This shall be used to decide the final merit list;
iv. IBPS will ask the candidates to provide the order of their preference of Banks. Based on the merit list and the order of preference provided by the candidate, candidates will be allotted to the Banks;
v. one time application fee of Rs. 400, for conduct of examination, interview etc. will be collected by IBPS;
vi. all common written examinations may be conducted on-line;
vii. one examination for each cadre may be held annually.
2. IBPS is requested to follow modalities for operationalising the scheme as decided in its meeting with HR Heads of Public Sector Banks on 14.09.2012.
3. IBPS may also ensure that this new format of Common Written Examination (CWE) is well publicized.
4. Further, before going ahead in the matter IBPS would ensure all necessary preparatory steps for introducing this new format of examination/recruitment process.

ReplyDeleteLet me very clear with the advertisement-those who already applied and got shortlisted for the interview are not under this new mechaanism-because we did applied for a specific adv, it is a general criteria-more over IBPS has to prepare for the new selection-online test etc.So it is soley for IBPS-3, and has nothing to do with IBPS-2

Deleteselection in IBPS PO is quite easy. i am selected in po2 in both written and interview.
also selected in RRB PO,RRB assistant and IBPS clerk-2.
I cracked it in 1 month with 2-4 hrs of study with focused manner...do regular update current affairs...with regular maths practice...its not a big deal.
this is going to be my first time.... and i an going to nail it....!!

Thats really shocking.........Please tell me the process to file a complaint against them......and adopt the old metodology.It will be injustice with them who have exceeded the age and does not have percentage and have been preparing for cwe-po for quite a long time.

ReplyDeleteAs per the notification No. 10/30/3/2012-IR by Dept. of Financial services, Ministry of Finance, Government of India the age limit for bank PO has been reduced to 28yrs from 30yrs. Which is applicable from IBPS PO-3. Even if you age is 28yrs 1 month old you won't be able to apply under general category. This sudden change in rule if effect many bank aspirants like me. Wish Govt. brings the age back to 30yrs. Or some should challenge this sudden change in rule in the court... :(

I think age criteria shouldn't be changed.It will definitely affect many of the banking aspirants.Simple graduates have no other option apart from the government job.So the decision of decreasing the age criteria is not the right decision by the banking authority.So I request from the banking authority that please dont make any changes in the eligiblity criteria.

ReplyDeleteWhy is IBPS killing us ? It is said that Civil service is a top job and that itself doesn't ask for 60% in graduation. Then why IBPS ? Scoring 50% in Engineering is equivalent to scoring to 70% in other streams ( No offence OR degradation to other stream students !!!). Does a person with 60 % in graduation will create wonders in banking sector than a below 60% percent one ? What is the need to have a probationary period then if they really select "highly qualified" individuals ? It is a fact that students from rural areas find it hard to even pass graduation because of lack of facilities and poverty.Has the government lost its mind. Now with allowing all the just passed graduates the banks cannot fill vacancies and I am sure that if that 60 % is implemented then hardly "6%" of the po vacancies will fill. I am also sure that if the Govt goes ahead with this decision, then below 60% candidates will definitely file a case in the court and obviously get judgement in their favour.

ReplyDeleteOn 29th December i attempted 23 question in GK Section and score card shows 26 marks out of 40 which is totally ridiculous...
Varun that 26 is not marks its percentile... its depends upon the number of applicant and their performance in each section. GK section percentile is always goes low.

4) HR questions.....why u want to be in banking....etc
There are candidates i have met..there..passed IAS prilims....wrote mains...waiting for result...
presently working...in IT companies, as clerks, freshers graduates from Btech, MBA.....nice to meet them..............had a good chat with them............range ibps score 175 to 135 candidates are there in my panel.........so dont loose hope and confidence......by seeing them

As per my above two complaints , you are requested to -
(a) withdraw if any such changes are going to be happen ,
(b) give age limit 30 for both bank clerk and PO exam , as retirement age has already increased by central govt.
(c) Keep gratuation pass ( no percentage bar ) for both clerk and PO . After all a graduate having much gravity and personility than a HS passed school boy .
(d) One exam i.e IBPS in one year is not good . Some times some brilliant candidate may not appear for various reason , in that case he has to wait a long one year , and age also increases , and sometime they can't appear for the age limit . Rather it should be every bank has their own exam , so that people get as many attempt to sit . Dont Govt want to give this opportunity . We dont want a prediction of IBPS boards. rather we want this kind of opportunity practices.
(d) Already unemployeement become a big problem in India , so why not give everyone a chance , so that later Govt. will not get criticized .

ReplyDeleteIt is a matter of great sorrow that the examination centre for online examination of IBPS Specialist Officer is not as per the choice given on the online application form.
Why IBPS is not able to allot centre according to choice ?
Before allotting any centre other then the given choice,IBPS could have asked their second choice of centre.
If IBPS cannot manage centre according to the choice then why IBPS is taking choice of centre.There should be second choice of centre also.
IBPS is playing with the career of candidates.
This proves that IBPS is a means of earning money by collecting application fee from candidates and we job seekers need to raise this voice to higher legal authorities.

IBPS Specialist Examnation is going to be held on 17 March 2013.At the time of Filling the form they have asked for the Center of Examination which i have selected as New Delhi.Now when i am seeing my call letter for the examination they have removed changed the Center to Haryana which is around 80 km from New Delhi .I am working professional and its very tough for me to attend the examination for which i am preparing. This is really torture to the candidates who are applying to IBPS examination.They are playing with the emotions of the student.They could have asked for the second option at the time of applying .Please help
ReplyDeleteadmin bhai koi chance hai kya ki ibps po 2013 mein 60% wala criteria na lage?i ahve been preparing from april 12.in po2 i was not graduate.i have 59.98 in graduation.i have searched the net over this topic.nothing concrete except a circular can be found.i still hope of rollback as sbi as kept eligibility graduation.koi update mile to please post.

Grievance Description : Sir, with due respect i want to state that please look at the scenario before changing the eligibility criteria for IBPS PO EXAM. as even premiere bank like SBI allow a graduate pass candidate to apply for the same, so why this percentage bar is enforced? just to stop us from getting a job in such a country where job opportunities for weaker income general candidates are so much in number. we all loose our hope of getting a respectable job in the future. even you people were not giving a time span before implementing a new rules or condition, which is not done. atleast you should give a time span say, 3 years. after 3 years this would be the new rules. so that candidate will be ready to absorb the fact.

ReplyDeletewe will have to take swift action against this discriminating action of the government. this is not only being done in IBPS but also in other govt jobs. this is clear violation of article 16 of indian constitution(to know more about it , please leave ur mail address) so i appeal to all of you to get united against this discriminating action of the govt. i already sent the letter to the finance ministry in this regard a month ago but did not get any reply so i want 2 file a PIL in this regard. i have support of some other candidates and we have collected Rs 25000/- for legal expenses. if any one of u is from delhi or know a good lawyer of SC then please talk to him/her in this regard and inform me. we(group of 5 people) are ready to give Rs 25000/- to anybody who wants to file PIL in this regards. i already talked to some lawyer of SC but they are asking hefty amount that we are unable to pay so please get united and collect the funds as needed. don't doubt each other , believe in yourself.,nobody can make u fool if u are not ready to be.

Respected Sir
we want to register our formal objections against the change in minimum marks and maximum age criteria for PO exam as well as for clerical exam we expect from a respected govt./institute/organization that it will point wise answer (critically examine) against our points and in favor of its decisions in respect of relevant law, rules with reasoning behind them so that we won’t have to move to the respective court to challenge your decisions. This will help us to understand the reason behind your decisions in respect of law , rule and reasoning and thus it will save the valuable time of the respective court, yours and the ours.
Sir in our view the minimum marks and maximum age criteria is violating article 16 of Indian constitution because the classification criteria set by you that is based on academic marks merit and age is unreasonable.
We are fully aware that govt can do the reasonable classification and it is not the violation of article 16 if same rules apply to a reasonably classified group.
But Our objection is that classification done by the govt. is not reasonable where for different streams, different board/universities, student passing in different years , academic and professional education acquired students, students who acquired education through distance learning and regular are being kept under one group and then they are being compared on the basis of their marks to provide the jobs or taking part in written (competitive) exams or entrance exams by setting minimum marks criteria.
By unreasonably keeping heterogeneous applicants in one group and comparing them on the basis of their marks got in graduation etc govt. is violating candidates’ fundamental right of equal opportunity in all govt. jobs.

Current cause of action
In respect of letter No. 10/30/3/2012-IR Government of India ,Ministry of Finance ,Department of Financial Services to IBPS AND ALL PSB, I came to know that
IBPS and PSBs would ensure common eligibility criteria for all PSBs for subsequent examinations of Clerks and Officers as follows:
Age: 20-28 years (for both officer and clerical cadre)
Educational Qualification :Graduation or equivalent for clerical cadre &
Graduation or equivalent with 60% marks for Officers
Others: Computer literacy mandatory for both Clerks and Officers
Our Primary Objections:
1.How can we compare different board/university students on the basis of their marks. While each board or university has different syllabus, different marking pattern that affects the marks securing ability of the students. This can be easily proved by seeing past results, boards/university guideline for evaluation and by seeing syllabus of the same class in different boards and universities.
2. Our second objection is that students of different streams of the same board/university or different board/university and of same stream but with different subjects cannot be compared.
some subjects are more scoring than others. this can be easily seen by checking past record.
for example students who have home science, music, vocational etc subjects get higher marks than a economics' student marks. some subjects have practical components and the students who have practical subjects easily get higher marks in practical component.
3. Professional courses cannot be compared with academic courses. professional courses has two types of evaluation. first internal and second- university based exam evaluation. in internal marking system most of the students easily get 80% to 100% marks. so a BCA ,BBA student can not be compared with a B.A. student. Similarly BTECH, BAMS BUMS student cannot be compared with B.Sc. Student whose evaluation is done only on the basis of university exam.

ReplyDelete4-The student of same board or different board/university passing in different years cannot be compared on the basis of their marks.education sector is changing at very fast pace. every year something new has been added and the facilities ,teaching method , evaluation method, syllabus and the government also are changing. so we can see the result of these changes on the marks of the students.
5.if there is no minimum marks criteria even for Civil service exam or many other high level officers exam then why are we being forbidden to take part PO COMPETITIVE exam process by setting minimum marks criteria for a group of heterogeneous people(for example GRADUATION -BA,BBA,BTCH, BUMS, BAMS ETC)
6. the central govt. itself accepted by his act that all boards’student cannot be measured on the same scale so for IIT entrance exam they have evolved a formula to keep different boards’ students on same level.
7.UPSC uses scaling system to make all the subject at par. if such a higher recruitment institution accept that all the subjects can not be measured at same scale so why ibps is using the same minimum mark criteria for different courses/subjects.
8.distance learning students should not be compared with regular students on the basis of their marks because there are several distance learning center which are arranging the controlled exam environment and thus students are getting higher marks.
9.It seems that Maximum and Minimum Age limit for applying in govt. jobs is being set by the govt. arbitrarily. The govt has set the retirement age 60. but where there is no specific body power needed as in police and armed forces why are the gov setting the maximum age limitation without any reason. If 31 year old probationary officer can work in bank so why not a 31 year person is eligible for applying for PO post. If govt. is forbidding the citizens to employment on age basis without any reasonable cause why private employer will allow them.
In my view it is certainly unreasonable classification based on age for applying where person is ready to compete through exam and can only succeed if he can perform better than others in competitive exam.

DeleteProcedure to File a Public Interest Litigation
ReplyDeleteA "Public Interest Litigation", is filed in the same manner, as a writ petition is filed.
In High Court
If a Public Interest Litigation is filed in a High court, then two (2) copies of the petition have to be filed. Also, an advance copy of the petition has to be served on the each respondent, i.e. opposite party, and this proof of service has to be affixed on the petition.
In Supreme Court
If a Public Interest Litigation is filed in the Supreme court, then (4)+(1) (i.e. 5) sets of petition has to be filed opposite party is served, the copy only when notice is issued.
Court Fees
A Court fee of RS. 50, per respondent (i.e. for each number of opposite party, court fees of RS. 50) has to be affixed on the petition.
Procedure
Proceedings, in the PUBLIC INTEREST LITIGATION commence and carry on in the same manner, as other cases.
However, in between the proceedings if the judge feels he may appoint a commissioner, to inspect allegations like pollution being caused, trees being cut, sewer problems, etc.
After filing of replies, by opposite party, and rejoinder by the petitioner, final hearing takes place, and the judge gives his final decision.

I have lodged 4 complaints using different mail ID's with its names.
P.S : Guys and gals ,try lodging the complaint more than once by using more IDs and change the address (if its door no.31, next change it to 32 or some other thing). Its a matter of life and death for a lot.

ReplyDeleteWith due respect, sir I would like to say something as I am one of the citizens of India and also a bank aspirant.. These new rules about 60% in PO and age limit(28 years)will not be fruitful for us.. If these rules will come into effect then those who have not 60% can never apply for PO... it makes them just hopeless and just waste of 3 years in UG. We have our degree but we can't use it... it means our certificate is good for nothing as it is not 60% we can never apply for the post of PO which we really want to.. 60% is not helpful. Yes as clerk qualification is UG than PO definitely upper than clerk... its ok if you want 60% in PO but with these please add PG. Either 60% in UG or PG pass. This is my point of view and for me this rule will be better for every body as it has some possitive aspects-

(ii) Those who have'nt have 60% in UG but completed PG can also apply.
(iii) And last but not least those who didn't get 60% in UG and also didn't complete PG now will want to do PG. In this way education will increase who still not did PG will do and after completion of PG they can apply for PO.
Bank aspirants have hope that after 2 years of PG they definitely apply for the post which they want to....
For completion of PG you need to give some time as age limit.. If we cross 28 years means again our UG degree is waste. SO with high hope I pray YOU to remove these rules.. It just HEARTBREAKING..

ReplyDeletei am having one doubt.will u plz clarify it......i did my graduation in 2011 in BE(cse) wd 6.45 cgpa bt wd 2nd divison and in % it comes 64.50...i having one doubt tht most of govt sector asking for 60% in graduation but no division is mentioned like IBPS bank po and others .am i eligible for tht or nt??and few months ago i applied for coal india ...wen i entered my CGPA marks it automatically converted to it into 64.50......plz reply and clarify my doubt....
