The machine rearranges one word and one number in each step. Words are rearranged from left and numbers are rearranged from right. Words are rearranged according to the decreasing order of their length. First the words starting from consonants are rearranged according to the decreasing order of their length then the words starting from vowels are rearranged according to the decreasing order  of their length. Numbers are rearranged according to the ascending order.
