1. Kiren Rijiju Inaugurated ‘India Disaster Response Summit’

i. The Union Minister of State for Home Affairs, Shri Kiren Rijiju has inaugurated the ‘India Disaster Response Summit’ in New Delhi. The summit was organised jointly by the National Disaster Management Authority (NDMA) and Facebook.
ii. The summit focuses on how best to leverage social media platforms to ‘prepare, respond and recover’ for, during and after a disaster. This partnership is a benchmark and first of its kind as the Government has partnered with Facebook on disaster response.

i. The Union environment ministry formed a seven-member committee headed by environment secretary, to formulate short and long-term measures to solve the problem of air pollution in the Delhi-NCR region.

ii. Delhi’s air quality plunged this week with the air quality index (AQI), which measures the concentration of pollutants in the air, 465, indicating severe levels of pollution.

3. Haryana, First State in India to Treat Hepatitis-C Patients with Oral Medicine

i. Haryana has emerged as the first state in the country to treat Hepatitis-C patients through oral medicine, according to the health minister Anil Vij of the state.

ii. This medicine would be provided free of cost to permanent residents of all categories at district level. The medicine and treatment costs about Rs 28,000 to Rs 30,000 in the market, but the state government would provide this facility free of cost.

4. Home Ministry Sets Up Two New Divisions for Radicalization & Cyber Crime

i. The Union Home Ministry has formed two new divisions to exclusively deal with emerging security challenges such as radicalization and cyber crime. The two divisions called Counter-Terrorism and Counter-Radicalization (CTCR) and the Cyber and Information Security (CIS) also encompass merger of some of the Ministry’s existing divisions.
ii. The CTCR wing is basically modified version of the Home Ministry’s internal security-II division. It will focus on tracking and assessing the online reach of global terrorist outfits and devising strategies to counter their propaganda.
iii. The CIS division will monitor online crimes and threats, including cyber fraud and hacking, and suggest ways to minimize and fight them.

5. Home Loan limit for Central Govt Employees Raised to Rs 25 lakh

i. Incorporating the accepted recommendations of the 7th Pay Commission, the government has raised the maximum amount that a central government employee can borrow from the government to Rs 25 lakh for new construction/purchase of new house/flat. Earlier this limit was only Rs 7.50 lakh. The move is going to benefit about 50 lakh central government employees across the country.

ii. Revising the house building advance (HBA) rules incorporating the accepted recommendations of the 7th Pay Commission, the government also increased the amount that a central government employee can borrow for expansion of their homes to 34 months of basic pay to a maximum of Rs 10 lakh, from Rs 1.80 lakh earlier.

Important Features of the New House Building Advance (HBA) rules:-
  • The total amount of advance that a central government employee can borrow from government has been revised upwards. 
  • The employee can up to borrow 34 months of the basic pay subject to a maximum of Rs 25 lakh, or cost of the house/flat, or the amount according to repaying capacity, whichever is the least for new construction/purchase of new house/flat.  Earlier this limit was only Rs 7.50 lakh.
  • The cost ceiling limit of the house which an employee can construct/ purchase has been revised to Rs 1.00 crore with a proviso of upward revision of 25% in deserving cases. The earlier cost ceiling limit was Rs 30 lakh.
  • Both spouses, if they are central government employees, are now eligible to take HBA either jointly, or separately.  Earlier only one spouse was eligible for House Building Advance.
  • The house/flat constructed/purchased with the help of House Building advance can be insured with the private insurance companies which are approved by Insurance Regulatory Development Authority (IRDA).
  • The methodology of recovery of HBA shall continue as per the existing pattern recovery of the principal first in the first fifteen years in 180 monthly instalments and interest thereafter in next five years in 60 monthly instalments.
6. RBI Release New Outsourcing Norms for NBFCs

i. Non-banking financial companies (NBFCs) cannot outsource core management functions like internal audit, strategic and compliance functions for know your customer (KYC) norms, sanction of loans and management of investment portfolio.
ii. RBI issued fresh directions on managing risks and code of conduct in outsourcing of financial services by NBFCs. As per the notification, access to customer information by staff of the service provider shall be on ‘need to know’ basis i.e., limited to those areas where the information is required in order to perform the outsourced function.
iii. NBFCs have to ensure that service providers are able to isolate and clearly identify the NBFC’s customer information, documents, records and assets to protect the confidentiality of the information. Any leakage of confidential customer related information should be reported to the central bank immediately otherwise NBFCs would be liable to its customers for any damages.

7. UNHCR to Get Mother Teresa Award 2017 for Social Justice

i. The United Nations High Commissioner for Refugees (UNHCR) has been named as the recipient of the Mother Teresa Memorial Award for Social Justice, 2017.
ii. The UNHCR provides humanitarian aid to innumerable people internally displaced by conflicts and helping stateless people all over the world. Harmony Foundation has instituted the only official award in memory of Mother Teresa. Harmony Foundation’s theme for 2017 is Compassion Beyond Borders.

8. UNESCO Confirms France’s Audrey Azoulay as New Head

i. UNESCO member states confirmed the nomination of France’s former culture minister Audrey Azoulay to head the cultural agency. 45-year-old Azoulay becomes UNESCO’s second woman director general.

ii. Azoulay succeeds Irina Bokova of Bulgaria, whose eight-year term. Ms Azoulay was France’s Minister of Culture and Communication from February 2016 to May 2017. Ms Azoulay is the 11th Director-General of UNESCO. She will take office on 15 November 2017.

i. Noted author and Padma Shri awardee Manu Sharma died in Varanasi, Uttar Pradesh following a prolonged illness. He was 89. 

ii. He was nominated as one of the navratna of the Swachha Bharat Abhiyan by Prime Minister Narendra Modi.
