Unlock 4 Guidelines: The Ministry of Home Affairs (MHA) on 29th August released new Unlock 4 guidelines for opening up more activities in areas outside containment zones, Unlock 4 Guidelines will be in force till September 30. With the 4th phase of Unlock India, Metro services will be resumed, however, schools and colleges will remain shut for some more time as per officials. To battle with the spread of coronavirus, the metro services were suspended in March end and are closed for 5 months. Metro Services

The Metro rail services will restart operations from 7th September. . Delhi Metro may run on the tracks on the CM’s suggestion of trial basis after seeing the improved condition of the state regarding COVID-19. According to the guidelines Standard Operating Procedure (SOP) will be Issued by MOHUA.

International Flights

International flights will not resumed in the Unlock-4 phase. However, a Vande Bharat Mission may be observed for the people who are desired to travel back in India only after proper protocols as set by Ministry of External Affairs. India is going to get Air Bubble Agreement signed from various countries for the scope of resuming International flights

Marriages to have an upper limit of 50 guests till 20th September and 100 people will be allowed after that- The ministry has mentioned in the unlock 4 guidelines that marriage gatherings must not have the number of guest exceeding 50 and funeral or last rites related gathering should not exceed 20 till 20th September. After which there will be an upper limit of 100 persons for such gatherings


Openair theatres will be allowed to open from 21st September 2020, whereas the multiplexes in malls will remain closed for more time. The Ministry of Home Affairs and the Health Ministry have already prepared the Standard Operating Procedure (SOPs) that is mandatory to be followed by the cinemas which will get a green signal in Unlock 4.0.

The seating arrangement shall not be resumed for the bars or pubs, however, the permission for selling liquor for takeaway may be granted in fourth phase of unlocking. 

School & Colleges

Schools, colleges and other educational institutions will remain closed in Unlock 4. students of classes 9 to 12 may be permitted to visit schools in non-containment zones only, on voluntary basis for taking guidance from their teachers from 21st September. Written consent of their parents or guardians will be required. States/UTs may permit upto 50% of teaching and non-teaching staff to be called at schools at a time for online teaching/ telecounselling and related work from 21st September.
