- The scheme aims to enhance India’s global competitiveness in mobile phone manufacturing, increase production scale, deepen the domestic supply chain through higher Domestic Value Addition (DVA), strengthen domestic manufacturing capabilities and generate employment.
- MPMS will also support Indian mobile phone brands in achieving technological sovereignty, capturing greater economic value and encouraging Indian patents in design and R&D.
- The earlier Production Linked Incentive Scheme for Large Scale Electronics Manufacturing (PLI-LSEM) played a catalytic role in making India a global hub for mobile phone manufacturing and exports. Its tenure ended on 31 March 2026.
- The new MPMS has been introduced to sustain the growth momentum and further scale up mobile phone manufacturing.
- The scheme has two target segments:
- Target Segment 1 (TS1): Incentivising mobile phone manufacturing.
- Target Segment 2 (TS2): Supporting Indian mobile phone brands.
- The scheme will operate for five years, from FY 2026–27 to FY 2030–31.
- Applicants under TS2 may be granted a gestation period of one year.
- Under TS1, the scheme provides a differentiated incentive ranging from 2.25% to 5%.
- Under TS2, Indian brands will receive a 5% incentive, along with an additional 3% incentive for Indian design and R&D.
- The scheme also provides non-fiscal support to Indian brands.
- An additional incentive of up to 1.5% will be provided under both target segments for the domestic sourcing of key components and sub-assemblies.
- The additional domestic sourcing incentive will be available if the relevant components are localised for at least 25% of the total mobile phone units manufactured during a financial year.
- Applicants under the scheme can include mobile phone manufacturers and Electronics Manufacturing Services (EMS) providers registered in India.
- Sales and incentives payable under the scheme will be calculated on a brand-wise basis.
Eligibility under TS1
- The applicant must be a mobile phone manufacturer or EMS company registered in India.
- The applicant must have a minimum turnover of ₹10,000 crore in FY 2025–26.
- Existing brands must achieve annual threshold sales of ₹5,000 crore every year over and above their FY 2025–26 sales.
- A new brand will become eligible only after achieving total annual sales of ₹10,000 crore in India.
- Thereafter, the new brand must meet the year-on-year threshold sales requirement of ₹5,000 crore.
Eligibility under TS2
- The applicant must be a mobile phone manufacturer or EMS company registered in India.
- The applicant must have a minimum turnover of ₹1,000 crore in FY 2025–26.
- The applicant must qualify as an Indian Brand.
- To qualify as an Indian Brand, it must:
- Be registered or incorporated in India.
- Have its IP and trademark held within India.
- Have management control with Indian citizens.
- Have more than 51% shareholding held by Indian citizens.
- Possess in-house R&D and design capabilities in India.
- The additional incentive for domestic sourcing is intended to promote genuine and deep-rooted domestic manufacturing and strengthen Atmanirbharta in India’s mobile phone manufacturing ecosystem.
