To be eligible for the position, a candidate must fall into one of the following categories:

A Citizen of India
A subject of Nepal
A subject of Bhutan
A Tibetan Refugee who arrived in India before 1st January 1962 with the intention of settling here permanently
A person of Indian origin who has migrated from other countries with the intention of permanently settling in India. Such countries include Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania (formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia, and Vietnam.

Note: Candidates belonging to categories 2, 3, 4, and 5 must possess a certificate of eligibility issued by the Government of India.
