भाषा का प्रयोग दो रूपों में किया जा सकता है-एक तो सामान्य जिससे लोक में व्यवहार होता है तथा दूसरा रचना के लिए जिसमें प्राय: आलंकारिक भाषा का प्रयोग किया जाता है. राष्ट्रीय भावना के अभ्युदय एवं विकास के लिए सामान्य भाषा एक प्रमुख तत्व है. मानव समुदाय अपनी संवेदनाओं, भावनाओं एवं विचारों की अभिव्यक्ति हेतु भाषा का साधन अपरिहार्यत: अपनाता है. इसके अतिरिक्त उसके पास कोई अन्य विकल्प नहीं है. दिव्य-ईश्वरीय आनंदानुभूति के संबंध में भले ही कबीर ने 'गूगे कोरी शर्करा' उक्ति का प्रयोग किया था, पर इससे उनका लक्ष्य शब्द-रूपा भाषा के महत्व को नकारना नहीं था. प्रत्युत उन्होंने भाषा को ‘बहता नीर’ कह कर भाषा की गरिमा प्रतिपादित की थी. विद्वानों की मान्यता है कि भाषा तत्व राष्ट्रहित के लिए अत्यावश्यक है. जिस प्रकार किसी एक राष्ट्र के भू-भाग की भौगोलिक विविधताएँ तथा उसके पर्वत,सागर, सरिताओं आदि की बाधाएँ उस राष्ट्र के निवासियों के परस्पर मिलने-जुलने में अवरोध सिद्ध हो सकती है. उसी प्रकार भाषागत विभिन्नता से भी उनके पारस्परिक सम्बन्धों में निर्बधता नहीं रह पाती. आधुनिक विज्ञानयुग में यातायात एवं संचार के साधनों की प्रगति से भौगोलिक-बाधाएँ अब पहले की तरह बाधित नहीं करतीं. इसी प्रकार यदि राष्ट्र की एक सम्पर्क भाषा का विकास हो जाए तो पारस्परिक सम्बन्धों के गतिरोध बहुत सीमा तक समाप्त हो सकते हैं.
मानव-समुदाय को एक जीवित-जाग्रत एवं जीवन्त शरीर की संज्ञा दी जा सकती है. उसका अपना एक निश्चित व्यक्तित्व होता है. भाषा अभिव्यक्ति के माध्यम से इस व्यक्तित्व को साकार करती है, उसके अमूर्त मानसिक वैचारिक स्वरूप को मूर्त एवं बिम्बात्मक रूप प्रदान करती है. मनुष्यों के विविध समुदाय हैं, उनकी विविध भावनाएँ हैं, विचारधाराएँ हैं, संकल्प एवं आदर्श हैं, उन्हें भाषा ही अभिव्यक्त करने में सक्षम होती है. साहित्य, शस्त्र, गीत-संगीत आदि में मानव-समुदाय अपने आदर्शो, संकल्पनाओं, अवधारणाओं एवं विषिष्टताओं को वाणी देता है, पर क्या भाषा के अभाव में काव्य, साहित्य, संगीत आदि का अस्तित्व सम्भव है? वस्तुतः ज्ञानराशि एवं भावराशि का अपार संचित कोष जिसे साहित्य का अभिधान दिया जाता है, शब्द रूप ही तो है. अत: इस सम्बन्ध में वैमत्य की किचित् गुंजाइश नहीं है कि भाषा ही एक ऐसा साधन है जिससे मनुष्य एक-दूसरे के निकट आ सकते हैं, उनमें परस्पर घनिष्ठता स्थापित हो सकती है. यही कारण है कि एक भाषा बोलने एवं समझने वाले लोग परस्पर एकानुभूती रखते हैं, उनके विचारों में ऐक्य रहता है. अत: राष्ट्रीय भावना के विकास के लिए भाषा तत्व परम आवश्यक है.
