Example: Now, the Centre, which will face no tax competition except from the rest of the world, can determine rates at whim.

1. Whim [hwim, wim]
Noun: an odd or capricious notion or desire; a sudden or freakish fancy; capricious humor.
Synonyms: impulse, inclination, vagary, caprice, conceit, craze, desire, disposition, dream.
Antonyms: actuality, certainty, dislike, fact, hate, reality.

Example: This will encourage tax rate increases that are detrimental to growth.

2. Detrimental [de-truh-men-tl]
Adjective: causing detriment, as loss or injury; damaging; harmful.
Noun: a detrimental person or thing.
Synonyms: adverse, destructive, disturbing, harmful, hurtful, inimical, injurious, negative.
Antonyms: aiding, assisting, favourable, friendly, good, helpful.

Example: A single, low tax rate might also turn out to be more burdensome if the cost of bureaucratic compliance is higher than under multiple, higher tax rates.

3. Burdensome [bur-dn-suh m]
Adjective: oppressively heavy; onerous; distressing; troublesome.
Synonyms: demanding, difficult, onerous, oppressive, taxing, carking, crushing, disturbing.
Antonyms: calm, easy, trivial, aiding, helpful, helping.

4. Bureaucratic [byoo r-uh-krat-ik]
Adjective: of, relating to, or characteristic of a bureaucrat or a bureaucracy; arbitrary and routine.
Synonyms: departmental, governmental, legislative, managerial, organizational, policy-making, regulatory, supervisory.

5. Compliance [kuh m-plahy-uh ns]
Noun: the act of conforming, acquiescing, or yielding; a tendency to yield readily to others, especially in a weak and subservient way; conformity; accordance.
Synonyms: conformity, consent, acquiescence, amenability, assent, complaisance, concession, concurrence, deference.
Antonyms: difference, disagreement, refusal, disobedience, rebellion resistance.

Example: Three, contrary to common belief, the prices that consumers pay don’t rise or fall in tandem with taxes imposed on goods, be they production or consumption taxes.

6. Contrary [kon-trer-ee]
Adjective: opposite in nature or character; diametrically or mutually opposed; opposite in direction or position.
Noun: something that is contrary or opposite.
Adverb: in opposition; oppositely; counter.
Synonyms: adverse, antithetical, conflicting, contradictory, discordant, hostile, inconsistent, inimical, negative.
Antonyms: agreeable, agreeing, consistent, friendly, harmonious, kind.

7. Tandem [tan-duh m]
Adverb: one following or behind the other.
Adjective: having animals, seats, parts, etc., arranged tandem or one behind another.
Noun: a vehicle, as a truck, tractor, or trailer, in which a pair or pairs of axles are arranged in tandem.
Synonyms: bike, cycle, velocipede, wheels.

Example: The charismatic people of the town are just as much a part of the bucolic setting as the Southern mansions are.

8. Charismatic [kar-iz-mat-ik]
Adjective: of, having, or characteristic of charisma(a divinely conferred gift or power).
Synonyms: appealing, alluring, hypnotic, larger than life, magnetic, mesmerizing.

9. Bucolic [byoo-kol-ik]
Adjective: of or relating to shepherds; pastoral; of, relating to, or suggesting an idyllic rural life.
Noun: a pastoral poem.
Synonyms: agrarian, pastoral, arcadian, country, agricultural, countrified.

10. Mansion [man-shuh n]
Noun: a very large, impressive, or stately residence; manor house.
Synonyms: building, dwelling, estate, hall, home, manor, palace.
Antonyms: office, hut.
