- Four Digital Platforms Launched:
- Houselisting Block Creator (HLBC) Web Application: A web-based mapping application that enables Charge Officers to digitally create Houselisting Blocks using satellite imagery, ensuring standardized geographical coverage across the country.
- HLO Mobile Application: A secure offline mobile application for enumerators to collect and upload houselisting data. Only enumerators registered on the CMMS Portal can access the app. It allows direct transmission of data from the field to the server, eliminating paperwork. The application supports Android and iOS platforms and operates in 16 regional languages.
- Self-Enumeration (SE) Portal: For the first time, households will have the option to submit their information online through a secure portal before field enumeration begins. After submitting the data, a Self-Enumeration ID (SE ID) will be generated, which can be shared with enumerators for verification.
- Census Management and Monitoring System (CMMS) Portal: A centralized digital platform designed to plan, manage, execute, and monitor all census activities. It enables officials at sub-district, district, and state levels to track progress, monitor field operations, and oversee census activities through a real-time dashboard.
- Phases of Census 2027:
- Phase 1 – Houselisting and Housing Census (HLO): This phase will collect data on housing conditions and household amenities. The notification for Phase 1 was issued on 7 January 2026. The houselisting operation will be conducted between 1 April and 30 September 2026, during a 30-day period notified by each State or Union Territory. An optional 15-day Self-Enumeration period will precede the house-to-house survey.
- Phase 2 – Population Enumeration (PE): This phase will collect demographic, social, and economic details of every individual in the country. It will be conducted in February 2027 across India. In this phase, caste-related questions will also be included.
- Special Enumeration Areas: For the Union Territory of Ladakh and snow-bound non-synchronous areas of Jammu & Kashmir, Himachal Pradesh, and Uttarakhand, enumeration will take place in September 2026.
- Reference Date: The reference date for Census 2027 will be 00:00 hours on 1 March 2027 for all States and Union Territories, except Ladakh and the snow-bound regions mentioned above, where the reference date will be 00:00 hours on 1 October 2026.

The ceremony was held at Lachit Ghat, Guwahati, and was jointly organised by the Directorate General of Lighthouses and Lightships (DGLL) and the Inland Waterways Authority of India (IWAI) under the Ministry of Ports, Shipping and Waterways.

- The four lighthouses will be constructed at Bogibeel (Dibrugarh district), Pandu (Kamrup Metro district), Silghat (Nagaon district) along the south bank of the Brahmaputra, and Biswanath Ghat (Biswanath district) on the north bank.
- These sites are located along the Brahmaputra (National Waterway-2), which is one of India’s key inland cargo and passenger transport corridors.
- The total project cost is approximately ₹84 crore. Each lighthouse will have a height of 20 metres, a geographical range of 14 nautical miles, and a luminous range of 8–10 nautical miles. The structures will be fully powered by solar energy.
- The initiative comes in response to a 53% increase in cargo movement on the Brahmaputra waterway during FY 2024–25, as reported by IWAI.
- The Brahmaputra corridor (NW-2) plays an important role in supply chains supporting Assam’s tea, coal, and fertiliser industries, along with passenger transport and tourism activities.
- The river lighthouses will facilitate 24×7 safe navigation, include weather observation sensors, and strengthen the navigational infrastructure required for the growing freight and passenger movement on the river.
