CII recommendations to ministries for Job Creation

Indian companies have urged the government to provide incentives in the wake of the Covid-19 pandemic. Those who are enrolled under EPFO (Employees’ Provident Fund Organisation) and ESIC (Employees’ State Insurance Corporation) but lost their jobs should be invited for the training of up skills by the government.

The confederation of India (CII) has recommended to the ministries of commerce and industry and skills to widen the scope of apprenticeship to include gig workers and create a dedicated skilled workforce for high growth sectors. According to CII, “Employment challenge was already an issue before the pandemic with around 10-12 million is entering the working-age annually. By accessing limited to meaningful education and training opportunities to finding decent employment, livelihood was a challenge to be compounded by the pandemic.

To mitigate this challenge, the government has to reduce the burden of compliances on Micro, Small, and Medium Enterprises (MSMEs) hiring apprentices while providing the flexibility for on-the-job training irrespective of sectors. The focus should be given to emerging high employment sectors like the gig economy, logistics, BFSI (Banking Financial Services and Insurance), and Healthcare.

An official from Government said, they are launching production-linked incentives schemes for many sectors and employment creation is its key objective. They want suggestions from the industry so that skilling labour can be fast-tracked.
