The Institute of Banking Personnel Selection (IBPS) has revised its guidelines for Persons with Disabilities (PwD) who require the assistance of a scribe while appearing for Common Recruitment Process (CRP) examinations. These new provisions are more inclusive, detailed, and structured, ensuring that candidates with diverse functional limitations are given fair opportunities while maintaining the integrity of the recruitment process.
IBPS Revised Guidelines for PwD Candidates Using Scribes
The revised IBPS guidelines mark a significant step towards inclusivity and fairness in competitive examinations. By widening the scope of eligible disabilities, streamlining the certification process, and enforcing stricter rules on scribe qualification and declaration, IBPS has balanced accessibility with accountability. The guidelines also lay down stricter rules for the qualification of scribes, documentation requirements, and penalties for misuse.

Changes in IBPS Guidelines for PwD Candidates Using Scribes
For candidates opting to use a scribe in their online examination, there are new, stricter qualification requirements for the scribe’s educational level. The scribe must be at least “two academic years below” and at most “three academic years below” the minimum qualification set for that particular examination. For example, if the exam requires a graduation qualification, the scribe can be a student in the first year of graduation (in a three-year course), but not lower than a student currently in the 12th standard.
Major Changes
The scribe’s qualification must be:
- A minimum of two academic years below, and a maximum of three academic years below the exam’s required qualification. Example: If graduation is the minimum qualification for the post, the scribe may be a first-year undergraduate (for a 3-year course), but not below 12th standard running.
- Scribes must present documentary evidence such as a pass certificate or mark-sheet for either 10th standard (passed in academic year 2023-24) or 12th standard (passed in academic year 2024-25) along with a photo ID card issued by their current college or university, to prove their academic status at the time of the examination.
The details of the scribe must be provided within 15 days of the closure of the application form through a dedicated link.
