CIC Rules BCCI Outside RTI Act: What the Landmark Verdict Means for Cricket Governance
- The Central Information Commission (CIC) has ruled that the Board of Control for Cricket in India (BCCI) is not a “public authority” under the RTI Act, 2005, effectively placing it outside the scope of the Right to Information law.
- The decision, issued on 18 May 2026, revises CIC’s own 2018 ruling that had earlier brought BCCI under RTI obligations, including requirements like appointing Public Information Officers. The latest order came after a legal review following a challenge in the Madras High Court.
- CIC held that BCCI does not meet the definition under Section 2(h) of the RTI Act as it is a private registered society under the Tamil Nadu Societies Registration Act, not created by the Constitution, Parliament, or government notification, and is financially independent through media rights, sponsorships and IPL revenues.
- The commission also clarified that recommendations of the Justice Lodha Committee are advisory in nature and cannot override statutory provisions, while reaffirming that RTI applies only to bodies substantially financed or controlled by the government.
