National Panchayati Raj Day 2023: History

Rajasthan holds the distinction of being the first state in India to implement the Panchayati Raj System in 1959, under the leadership of the late Prime Minister Jawaharlal Nehru. The official recognition of this system came in the form of the 73rd Constitutional Amendment, which was passed on 24th April 1993.

In 1957, a committee was established under the leadership of Balwantrai Mehta to deliberate on the evolution of Panchayati Raj in India. The committee’s recommendation was the establishment of a three-tiered Panchayati Raj system, comprising of Gram Panchayats at the Village level, Panchayat Samitis at the Block level, and Zila Parishads at the District level.  After deliberation for years and recommendations of many other committees like – Ashok Mehta Committee, Gadgil Committee, L M Singhvi Committee etc the Panchayati Raj was given constitutional status through 73rd Constitutional Amendment Act of 1993.
