PM Gati Shakti: National Master Plan for Multi Modal Connectivity(MMC)

PM Gati Shakti completes one year. Prime Minister launched PM GatiShakti National Master Plan (NMP) for multimodal connectivity on October 13, 2021. Gati Shakti — a digital platform — will bring 16 Ministries including Railways and Roadways together for integrated planning and coordinated implementation of infrastructure connectivity projects.

Aim of PM Gati Shakti Scheme

The PM GatiShakti NMP is aimed at breaking departmental silos and bringing in more holistic and
integrated planning and execution of projects with a view to addressing the issues of multi-modal connectivity and last-mile connectivity.

National Logistics Policy

  • On September 21, 2022, the Union Cabinet, chaired by Prime Minister, Shri Narendra Modi,
    approved the National Logistics Policy (NLP). The policy complements the PM GatiShakti
    National Master Plan.
  • NLP lays down an overarching interdisciplinary, cross-sectoral, multijurisdictional and comprehensive policy framework for the logistics sector.
  • While PM GatiShakti National Master Plan is aimed at integrated infrastructure development, the National Logistics Policy is envisaged to bring efficiency in logistics services and human resources through streamlining processes, regulatory framework, skill development, mainstreaming of logistics in higher education and adoption of suitable technologies.
  • PM GatiShakti & National Logistics Policy are a transformative approach for economic growth
    and sustainable development.

What are the Seven Engines of PM Gati Shakti Scheme?

The approach is driven by seven engines, namely,
• Roads
• Railways
• Airports
• Ports
• Mass Transport
• Waterways
• Logistics Infrastructure

What is the scope of PM Gati Shakti Scheme?

The scope of PM GatiShakti National Master Plan will encompass the seven engines for:
• economic transformation
• seamless multimodal connectivity
• logistics efficiency
The projects pertaining to these seven engines in the National Infrastructure Pipeline will be aligned with PM GatiShakti framework. The touchstone of the Master Plan will be world-class modern infrastructure and logistics synergy among different modes of movement – both of people and goods – and the location of projects. This will help raise productivity and accelerate economic growth and development.

PM GatiShakti NMP: Progress so far

1. Data layers on PM GatiShakti NMP
a. Individual portal created for 22 central ministries and all States/UTs.
b. More than 1900 data layers of concerned Central ministries/departments and States uploaded.
2. Capacity Building
a. Live demonstration of NMP to 21 central ministries.
b. Workshops for central ministries – 51 completed (over 2500 attendees)
c. Training on PM GatiShakti through iGOT- 1st module uploaded.
d. 102 Universities identified in 32 States/UTs for offering courses on PM GatiShakti.
3. Institutional framework
a. EGoS at the national level is operational (3 meetings held)
b. All 36 States/UTs have formed EGoS
c. At the national level, NPG is operational (33 meetings held)
d. 35 States/UTs have formed NPG
4. Formulation of State Logistics policies
a. 13 State logistics policy have been notified and uploaded on DPIIT website (Andhra Pradesh, Assam, Chhattisgarh, Gujrat, Haryana, Himachal Pradesh, Kerala, Madhya Pradesh, Maharashtra, Manipur, Mizoram, Telangana and Uttar Pradesh)
5. Impact of Project monitoring mechanism on Project Progress
a. 1380 projects monitored on PMG
b. 345 private sector projects
c. 1300 issues resolved
6. PM GatiShakti-related Projects by states out of special central assistance
a. States have submitted action plans
b. Eight screening committee meetings conducted for 17 states
c. State Action plan for 5 states recommended to DOE
7. Development of applications/tools on NMP
a. 12 customized decision-making tools developed on PM GatiShakti NMP for project planning, land parcel evaluation, cost estimation, forest intersections, etc
