National Population Register – 2021

Due to coronavirus everything has come to a halt and one of the important task that was in hand and has got delayed in the backdrop of coronavirus is  the first phase of Census 2021 and the updation of National Population Register (NPR) in Uttar Pradesh, as stated by the  the state government on Saturday.
The first phase of the Census 2021 was scheduled to be conducted during April-September, 2020 and another Phase II i.e. Population Enumeration from February 9 to February 28, 2021.

The decision of the updation of NPR was also proposed to be done along with the Phase I of Census 2021 in all the States and Union Territories, except Assam.

This sudden outbreak and health emergency has resulted in the delay of the first phase of Census 2021 and updation of NPR, which was to begin on various dates decided by the State/UT governments beginning April 1 and various related field activities, was postponed after the Ministry of Home Affairs issued an order with regard to the same.

The National Register of Citizens (NRC) creation is mandated is mandated by the 2003 amendment of the Citizenship Act, 1955 which is a register of all Indian citizens. The need of it was felt   to document all the legal citizens of India so that the illegal migrants can be identified and deported. So far, It has been implemented for the state of Assam starting in 2013–2014. The Government of India in a way plans to implement it for the rest of the country in 2021 so that it can provide resources to the citizens of this nation only.

Objective Of National Population Register 2021

As per the official statement, the sole purpose of NPR is to helps identify the demographics of actual residents who will be direct beneficiaries of any schemes launched in the area.

For example, in Gujrat, majority of the resident might be speaking gujrati but they need not be of that state in particular. The NPR will help the government in better implementation of the schemes and their better application. Schemes like  Ayushman Bharat, Jandhan Yojna, or medium of instruction in schools as per the current demographics, thus making the schemes more effective will be better implemented once the NPR will be done.

The process of both of them is schedule to be start at the same time but there is a difference between NPR and Census that is The decennial census is the largest single source of a variety of statistical information on different characteristics of the people of India. While NPR will only contains demographic information of the citizens of the nation, more details are required for census like information on demography, economic activity, literacy and education, and housing and household amenities besides others for the better implementation of the schemes. Another difference between the two is that census is the basis for reviewing the country’s progress in the past decade, monitoring the ongoing schemes of the government and plan for the future
